In short, the social responsibility code meaning is this: a social responsibility (SR) code provision is a Gambling Commission rule designed to protect customers, and every licensed casino must follow it as a condition of its licence. SR codes are why bonus wagering is capped at 10x, why GAMSTOP works across all UK sites and why offers stop when someone shows signs of harm.
SR code provisions sit in Part 2 of the licence conditions and codes of practice.
Unlike ordinary code provisions, compliance with them is a licence condition.
SR code 5.1.1 sets the incentive rules, including the 10x cap from 19 January 2026.
SR code 3.4.3 makes casinos stop new bonuses for customers with strong signs of harm.
Breaches lead to fines and settlements, most of them for customer protection failures.

Social responsibility code meaning for casino players
The Gambling Commission's rulebook, the licensing conditions and codes of practice, mixes three kinds of rule. Licence conditions are compulsory. Ordinary code provisions describe good practice. Social responsibility code provisions sit between them in the document but carry the force of a condition: an operator that ignores one is in breach of its licence.
Each one is labelled "SR code" on the Commission's site, followed by a number such as 3.4.3 or 5.1.1. They exist to serve one of the licensing objectives in the Gambling Act 2005: protecting children and other vulnerable people from being harmed or exploited by gambling. Our social responsibility code 5 page goes through the marketing provisions one by one.
The SR code provisions you'll actually notice
Most SR codes deal with things you never see, such as staff training. A small group shapes what happens on your screen.

Social responsibility code meaning in practice: when bonuses stop
The clearest place a player meets an SR code is when offers dry up. Paragraph 10 of SR code 3.4.3, in force since 12 February 2023, says that once an operator sees strong indicators of harm, marketing and the take-up of new bonuses must stop. The indicators the Commission lists include spend, spending patterns, time spent, behaviour, contact from the customer and use of gambling tools. Automated decisions need manual review, and customers can contest them.
A related duty applies to money. Since 28 February 2025, when net deposits pass £150 in a rolling 30 days, the operator must run a financial vulnerability check using public records. That check is a separate provision (3.4.4), but the response to what it finds falls under the customer-interaction rules. Our pages on bonuses and harm indicators and customer interaction rules cover both.
If promotions disappear from your account without explanation, it may be this rule at work. You can ask the casino why; see our entry on a bonus ban.
Two SR codes applied to one welcome offer
Picture a new customer who claims 10bet's 100% match: a £25 deposit brings a £25 bonus with 10x wagering, so £250 of slots play within 3 days and a £1,000 cap on bonus winnings. SR code 5.1.1 is satisfied because 10x is the maximum allowed. On a slot paying 96%, £250 of wagering costs about £10 on average, so the bonus is worth roughly £15 in expected terms, before the swings of any real session.
Now suppose the same customer deposits £50, then £80, then £100 inside a fortnight and starts contacting support about a declined card. The net deposits have passed £150, which triggers the vulnerability check, and the pattern may count as a strong indicator under 3.4.3. At that point the operator should stop sending offers and should not let the customer take up new bonuses, whatever the promotions page says. Our guide to bonuses and gambling harm looks at this from the player's side.
How SR code breaches are punished
Most Gambling Commission penalties between 2024 and 2026 named social responsibility failures, usually alongside anti-money laundering failures.

Date

Outcome
10 January 2024
Gamesys Operations Ltd
£6m penalty: SR and AML failures
15 May 2025

Paddy Power Betfair

None of these penalties goes to the individual customers affected unless the settlement says so. For a personal dispute you use the casino's complaints process and then ADR. The operator fines for bonus failings page tracks cases with a promotions angle.
What the social responsibility code is not
It is not a voluntary industry pledge: industry codes exist, but SR codes come from the regulator and bind every licensee.
It is not the advertising code itself: the CAP Code (section 16 for gambling) is enforced by the ASA, and SR code 5.1.6 obliges licensees to follow it. See advertising codes and CAP 16.
It does not change the odds: the rules limit how operators behave, not the house edge on a game, so losses are still likely over time.
It does not cover unlicensed sites, which is one reason our guide to offshore casino bonus risks advises against them.
Terms that sit alongside the SR code
Incentive is the SR code's word for a bonus. Self-exclusion and GAMSTOP are the tools SR codes 3.5.3 and 3.5.5 protect. A deposit limit and a reality check are customer-led tools that the same part of the rulebook requires casinos to offer. The full list is in our bonus glossary.

Frequently asked questions
What is a social responsibility code provision?
A social responsibility code provision is a Gambling Commission rule aimed at protecting customers, and following it is a condition of every operator's licence. The provisions sit in Part 2 of the licence conditions and codes of practice and are marked "SR code" with a number. They cover customer interaction, self-exclusion, marketing and incentives, among other things. Breaking one can lead to a fine, a settlement or a licence review. Our LCCP rules overview shows where they fit in the whole rulebook.
What is the difference between an SR code and an ordinary code provision?
The difference is legal force: SR code provisions are binding as licence conditions, while ordinary code provisions describe good practice without being conditions. The Commission can still take ordinary codes into account when it judges an operator's conduct. For players, SR codes are the ones to cite in a complaint, because a breach is a breach of the licence itself. Our rules hub labels each provision so you can see which kind it is.
Which social responsibility code covers casino bonuses?
SR code 5.1.1 covers casino bonuses, which the rulebook calls incentives. Since 19 January 2026 it limits wagering to 10x the bonus and bans offers that combine more than one gambling product. It also requires terms to be clear and readily accessible. Read our incentive entry for the definition, or the mixed-product promotion ban page for what the bundling rule means.
Can a casino stop my bonuses under the social responsibility code?
Yes, and in some cases it must. SR code 3.4.3 says marketing and new bonus take-up must stop once an operator sees strong indicators of harm, a requirement in force since 12 February 2023. Self-excluded customers must also be removed from marketing. You can ask the casino to explain an automated decision and contest it. If gambling has started to feel hard to control, the National Gambling Helpline on 0808 8020 133 is free and open 24/7. See why is my account restricted.
Does the social responsibility code apply to every UK casino?
It applies to every casino holding a Gambling Commission licence for customers in Great Britain, which includes all five of our partners. It does not protect players at unlicensed offshore sites, and Northern Ireland sits outside the Gambling Act 2005. You can confirm a casino is licensed by searching the Commission's public register by name or account number. Our UKGC licence number entry explains how to read the result.
Is GAMSTOP part of the social responsibility code?
Yes, SR code 3.5.5 requires every online licensee to take part in the national multi-operator self-exclusion scheme, which is GAMSTOP, and participation has been compulsory since 31 March 2020. SR code 3.5.3 sets what an operator must then do: refuse service, close accounts, return funds and stop marketing. That is why a single GAMSTOP registration blocks all licensed online casinos at once. Our GAMSTOP rules page explains the details.
